| 水泥行业作为高能耗工业，其节能降耗工作将影响节能减排总目标的顺利实现。国家及地方的《水泥单位产品能源消耗限额》自实施以来，成为各地能源执法监管部门对水泥企业能耗监管的重要依据。但是，当前新旧版水泥能耗国标、各省份地标与规范在实施中因标准的差异产生了诸多问题。对比分析国内水泥行业能耗限额标准间的水平差异性，将有助于相关方更加清晰地掌握行业的规划远景，促进行业内各方采取措施优化产品结构与生产能力，保障水泥工业实现循环可持续发展。 |

| As a high-energy consumption industry,Saving energy and reducing consumption of cement industry will affect its total target of energy saving and emission reduction. National and local "cement unit product energy consumption quota" have been the important basis for energy supervision department to monitor cement enterprise since their implementation. However, there are many problems in the implementation because of the differences of new and old version of cement GB,local standard and specifications. The contrast analysis of differences of domestic cement industry energy consumption quota standards helps to promote ralative party to make a more clear industrial planning vision, and to take measures to optimize the product structure and capacity, guaranteeing cement industry realizing sustainable development. |
